On October 22, 2013, the Federal Communications Commission (FCC) released the Eligible Services List (pdf) for FY2014. There were minor changes to eligible services. In particular:
- Clarification regarding special construction charges for leased lit and dark Fiber
- Eligibility of interactive communication features as components of Web Hosting
The associated FY 2014 ESL order (DA 13-2037) highlighted the two following changes from the FY 2013 ESL:
Special construction charges for leased dark fiber are considered eligible only for construction taking place on the applicant’s property. Such charges for leased dark fiber beyond the applicant’s property line are not eligible. For leased lit fiber, all service charges are eligible. It appears that (as they have not been excluded) charges associated with such off-campus construction are to be considered eligible.
The following limitations have been adoped:
- Standalone web hosting features such as blogging are not considered eligible for E-rate support
- Applicants may seek web hosting services from a single provider.
