On Monday, February, 27, 2017 the Form 471 Filing Window will open at 12 noon EST. The Filing Window will close on Thursday May 11, 2017 at 11:59pm EDT. Any applicant intending to file a Form 471 for 2017 should begin the process of filing a Form 470 soon. The last day to file a Form 470 will be Thursday, April 13th. We recommend that you confirm that all Forms 470 referenced on your Forms 471 meet at least one of the following conditions:

(1) The 2017 Form 470 was filed on or before April 13th, 2017.

(2) The relevant services are under a contract that is covered by a prior year Form 470 that was successfully submitted.

(3) The applicant plans to purchase products or services included on a Form 470 filed by a state entity, or consortium, that followed the Form 470 guidelines.

Be sure to check the, “Allowable Contract Date” on any Form 470 you plan to use. A Form 470 MUST be posted online for a minimum of 28 days before you select a service provider and file your Form 471.

On Friday April, 29, 2016, this year’s Form 471 Filing Window will close. Any applicant intending to file a Form 471 for 2016 should confirm that all Form 470 numbers referenced on that Form 471 meet at least one of the following conditions:

(1) The 2016 Form 470 was filed prior to April 2nd, 2016.

(2) The relevant services are covered by a prior year Form 470 that was successfully submitted.

(3) The applicant plans to purchase products or services included on a Form 470 filed by a state entity, or consortium, that followed the Form 470 guidelines.

Be sure to check the, “Allowable Contract Date” on any Form 470 you plan to use. A 2016 Form 470 MUST be posted online for a minimum of 28 days before you review the bids received, evaluate the responses, select a service provider and file your Form 471.

In its Public Notice dated May 8, 2015, the Federal Communications Commission authorized USAC to fully fund both Category One and Category Two services for Funding Year 2015.  This notice provides important guidance for USAC, as the estimated FY2015 demand of $3.92 billion exceeds the newly revised funding cap of $3.9 billion.

The FCC stated that, “no unused funding from previous years is needed to fully fund category one services. We therefore direct USAC to fully fund eligible category one services under the new cap. We also direct USAC to fully fund eligible category two services, first using as much as $1.575 billion in E-rate funds unused from previous years, and then using any additional funds needed under the new cap to fully meet demand.”

This is good news for all applicants – particularly those who worked so hard to put together their Category 2 applications this year!

VERY rarely in the history of the E-Rate program has the FCC/USAC extended the Form 471 filing deadline. However, today they announced a three week extension. The new deadline for filing 2015 E-Rate applications is Thursday, April 16th, 2015 at 11:59 p.m. EDT.

Several large school districts, including Los Angeles and Chicago, had requested more time to complete and submit the new Forms 471. In addition, results from a Funds for Learning survey conducted this month indicated that 89% of respondents across the country supported the move to push the rapidly approaching deadline into April.

Also important for applicants is the fact that this change alters the effective Form 470 filing deadline. The new date by which applicants must submit their 2015 Forms 470 is March 19, 2015.  This is good news for those applicants who had missed the original Form 470 filing deadline of February 26, 2015!

On Thursday, March 26, 2015, this year’s Form 471 Filing Window will close. Any applicant intending to file a Form 471 for 2015 should confirm that all Form 470 numbers referenced on that Form 471 meet at least one of the following conditions:

(1) The 2015 Form 470 was filed prior to February 27, 2015.

(2) The relevant services are covered by a prior year Form 470 that was successfully submitted.

(3) The applicant plans to purchase products or services included on a Form 470 filed by a state entity, or consortium, that followed the Form 470 guidelines.

On Tuesday, October 28, 2014, the Federal Communications Commission released a Report and Order (DA 14-1556  PDF (opens in new window)) releasing the Eligible Services List for Funding Year 2015. There were substantial changes to the types of services eligible for E-Rate reimbursement. In particular:

(1) restructured the former Priority One and Priority Two categories into Category One and Category Two;

(2) eliminated Category One (former Priority One) support for outdated, legacy,
and other non-broadband services including web hosting, email, and paging;

(3) adopted a phase out of support for Category One voice services; and

(4) limited Category Two support to the internal connections needed to enable high-speed broadband connectivity within schools and libraries, specifically LAN/WLAN (local area networks/wireless local area networks)-focused components (broadband internal connections components), basic maintenance of eligible broadband internal connections components, and managed internal broadband services.

These, as well as changes to how discounts are calculated, are all taking effect with the 2015 Funding Year. Stay tuned for more detailed information!

On October 22, 2013, the Federal Communications Commission (FCC) released  the Eligible Services List (pdf) for FY2014.  There were minor changes to eligible services.

On September 27th the FCC issued a Report and Order releasing the 2013 Eligible Services List (ESL).While there were no substantive changes to eligible services, the FCC has revised the ESL by consolidating all Priority One services into a single list.

This was done in recognition of the fact that:

1.  Many services now fall into multiple categories.

2.  Applicants may not always be familiar enough with the regulatory framework to make the appropriate selection on the Form 470.

We applaud this change!  Too much wasted time and confusion has resulted from these “older” distinctions.  It is encouraging to see the FCC working to keep up with the evolution of our communication systems.

For the first time since 1998, and only the second time in the history of the E-Rate program, P2 services will be funded at all discount levels for FY 2010.  The FCC issued this order August 22nd in a special bulletin delivered by USAC today.

Applications for E-Rate funding can include two categories of services: P1 (telecommunitcations services and internet access) and P2 (internal connections and basic maintenance).  Historically, P2 funding does not reach much bel0w 80%.

Applicants need take no action.  USAC will contact the authorized person on the P2 FY 2010 applicaton.

Three quarters of our clients’ funds for FY 2010 have already been processed.   For recurring services not discounted through SPIs,  BEAR Form preparation begins by gathering all monthly invoices paid between June 30, 2010 through July 1, 2011.  Organizing this data and filing BEAR Forms now beats the E-Rate conjestion that occurs just before the deadline of October 28th, 2011 (P1) and January 28th, 2012 (P2).  This makes quicker turnaround in receiving checks from service providers.
